Is there a desktop or other "host" connected to the router via the Ethernet jack? If your laptop is the 2nd Pc to connect, is not the host, and just simply connects via the software, unless you have MAC address filtering on, in which case you need to turn it off long enough for the router to "see" your laptop mac address, then add it to the routers admin list to be filtered, and turn MAC Address filtering back on.

Plug in the Power Cable

Plug in an Ethernet Cable to the Uplink and connect the other end into the back of your modem.

Plug in another Ethernet Cable and connect it to one of the numbered (1, 2, 3, 4 etc.) Inputs in the back of the Router. Plug the other end into the Laptop.

That's all.
