Some other answers are very good. I too do not recommend Norton.

Several things: Assuming OS is windows.
Clean registry ( I like "Eusing" Free registry cleaner).
Defragment (For this I recommend "Defraggler" (also free and very superior to any microsoft built in defrag program).
These programs are easily found on the internet.

Block unwanted startup programs: (Anyone modifying registry should have experience)
Go to start -> run -> regedit.

When registry editor opens, drill down to HKLM\Software\Microsoft\Windows\Current Version\Run
and look for strange startup programs such as:
"ProNoMgr.exe REG_SZ C:\Program Files\Intel\NCS\PROSet\PRONoMgr.exe
You can block this startup by placing a semicolon in front of C:\... as in the following example
"ProNoMgr.exe REG_SZ ;C:\Program Files\Intel\NCS\PROSet\PRONoMgr.exe

Do this to as many .times as you want and restart computer each time to note any differences.
If you think you really needed that startup program, just delete the semicolon and reboot.

Programs like CCleaner can also be helpful.
Try any or all these things, especially registry clean and defrag, and note differences.
Hope this helps, Juan
